  An amendment to the Music Industry Promotion Act, sponsored by Democratic Party lawmaker Kim Hyun, is drawing a censorship backlash. It would require distributors to self-screen recordings for youth-harmfulness before release, while a companion amendment to the network act would let the broadcasting-communications commission demand emergency distribution halts before formal review concludes. Groups including Cultural Action called for withdrawal, saying it institutionalizes prior restraint, pitting hate-speech regulation against free expression.
